The thing with Skyrim's enormously open ended design is that there really is no satisfying ending narratively or mechanically. You play until you get sick of it, and then you stop. Which isn't really ideal, but it's kind of a necessary sacrifice for Skyrim to be the sort of game that it is.
The ideas required for that immersion and conclusion are there, but the engine holds itself back too hard.
The Civil War is implemented sure, and it is a bit better than Oblivions battle at the oblivion gates (omfg that was terrible)
But it's still not at a level providing a satisfying ending, load screens (at least for me) break too much of the immersion to give a good conclusive boss fight with either Ulfric or Tullius (not that it's a hard boss fight anyways)
I can go on but the point is the quests always end with you in a 1v1 over the fate of thousands of people (why then, is it a 1v1? Why not make a 10v15 or some kind of a spectacle fight?) And that makes no sense to me, if you're fighting for the people of an entire province/country why are you the only mf showing up? (I don't bring companions ever, so I'm not counting them)

For me it was, it's oblivion with guns.
I think beating the main quest counts as finishing Skyrim. Whether you're actually finished with it after that is another matter entirely.
Honestly I get revolted when I try to play skyrim again. There was never time to miss it, now I don't care if I play it anymore

You must not have seen the Skyrim mods with guns. Even some of the pose mods have them. Mods, mods never change.
