This was a big one in our household. I was too young at the time, but my mom recorded most of the episodes and I really got into it later watching those VHS tapes(remember dubbing stuff on TV? Now I feel old).
Noticed these and some weird correlation between the shows back when I first watched it.
Both shows have main characters named cooper. Both shows Coopers have a sort of duality complex (Cooper/The Ghoul vs Agent Cooper/Mr.C)
Both shows feature Atomic age ideals being corrupted and perserved.
Nuclear weapons feature pretty heavily symbolically in both (season 3 mostly for twin peaks)
Both have a goodie two shoes protagonist.
We just need a David Lynch appearance in season 2.
You can also see some similarities between Fallout and Arcane (both featuring Ella Purnell):
