In Australia, you have to have a fence surrounding the pool, and the fence around the yard does not count, it must completely surround the pool.
edit: You can probaably use the boundary fence as one side (or two if it's in the corner), assuming your pool is close to the boundary fence...
Oh, I wasn't saying that it's not still dangerous for small dogs (especially dense breeds).
I was just pointing out that they probably didn't think to fence it because from a human standard it's not deep.
We have a pool and our Frenchy would not go in the water. He hates a lifevest. I’m always outside with him monitoring he doesn’t go out by himself. He sees the other dogs. He wants nothing to do with. This did make me nervous though because it seemed like she was shocked like they do this a lot and it was a new thing for him to jump or maybe it was a pet sitter who knows

Aside from the basic decency of not wanting anyone (or any adorable Frenchie) to be hurt or die in a pool, most insurance companies won’t write a policy if you don’t have one, which also means you can’t get a mortgage.
If someone is able to wriggle through that, you still have to face…gulp…the lawyers! Anybody injured and killed in an unfenced pool is likely to be sued, either by the individual, the family or the aforementioned insurance companies. An unfenced pool would be prima facie evidence that the home owner was reckless and liability often runs into the millions of dollars. A friend of a friend was sued successfully for US$5 million when a two-year old boy fell into water at their home and was left in a permanent vegetative state. That amount was the estimated lifetime medical care he would need.
The kicker? It wasn’t a pool; just a six-inch deep koi pond.
If I had dogs and the pool wasn't fenced I'd make sure the dogs are not getting anywhere close to it though.

Great doggie Mom. They definitely need a little fence around the pool. I never let my boy out alone to be 100% sure he didn't fall in. He knows about the pool and doesn't like the water, but my last dog went blind and one day he walked out the door and right into the pool.

And secondly, I actually find this video slightly hilarious with the over dramatic scream to the way she jumps in and then demands help. I do understand that she is panicking, but the delivery is very comical.

Nope. Any standing water is deep enough since most victims are between 1-4 years old. Two-thirds of all drowning deaths in a home are in bathtubs.

Pools don’t get drained in the winter. The expanding ground would destroy them without water on the other side of the pool wall.
