Bill would have definitely benefitted from having a dog in his life. He did a great job with the pilot's golden retriever and was a good foster to Ladybird when Bobby was having having his allergy issues.
I can see his dog being— badly behaved. Bill was good with the golden retriever because the good boy was already trained. It isn’t difficult to watch a dog with excellent home training.
Dale has his turtle and Boomhaur has fish, we saw them in that episode with Rad.

He could always ask Hank I guess but Boomhauer doesn't strike me as the type to constantly ask favors. He's not home enough to justify it.
Dale has other pets, but they're confined. Dogs are curious creatures who generally get a lot of freedom to roam around houses. Any dog of his would constantly be eating pesticides and setting off booby traps.
Bill did well when he had the military dog but that's because there was a lot of structure there and someone else had already trained it. Bill can hardly take care of himself, I can't imagine him taking care of his own pet that he'd have to train, without any rules or oversight.

I think Boomhauer only has fish because 1 he’s super chill and probably wants an animal that is super chill too and 2 fish don’t usually sleep in your bed and Boomhauer needs his bed for stuff. And Dale did buy a dog he just couldn’t keep it around because it ran away.
This is one aspect of real life the show missed on. I know lots of Bills. They have a dog. Or maybe an ornery and/or very overweight cat. Having something that’s reliant on you and loves you unconditionally is what keeps them from steeping off the ride, so to speak.
Dale got Joseph a puppy. Hasn't seen it since last Christmas though. Must be a dog by now.

They are social creatures. Just going outside isn't adequate. A lot of dogs develop behavioral issues when they aren't socialized enough.
