Triggers are put on stack just before a player recieves priority. That makes no difference for the way you assumed for Plaguecrafter, but for triggers that target a creature, that would mean that you had to pick targets for every blink, and if target something that blinks again, that trigger would fizzle ehen it resolves.
The triggers only go on the stack after resolution. This means that you would choose your targets after all the blinks are finished. You would not choose your targets per blink.

If Mage is on the field and OMR resolves then there’s no spell on the stack to target for the ETB.
neat but super niche...you're flickering at 5/7/9 mana, seems like if you're going 7 or 9 mana probably should be playing some game winning combo...guess we'll have to see what gets broken with this as a combo piece.
How does this work with something like \[\[Plaguecrafter\]\]? I assume each sacrifice trigger resolves before the next flicker?

Yes since you copy the entire spell the value of X is copied as well. However X could equal zero and it would still work.
