I don’t know how the creation engine works but I would assume it would take at least a couple months for them to add just a couple outfits. Can’t imagine the process and how many people are involved
A reskin could be completed anywhere from a few days to a few weeks depending on how good the graphics and detail is in the apparel but we all want new styles not reskins, so a couple months of effort to improve QOL? It's kinda dumb that they don't put that effort in, because they could go the easy route and just add new (non-atoms) reskins to at least satisfy us. In my opinion it's because they don't care about much besides atoms store items.
