I don’t ever see Kuro making a canon re-appearance given that his whole motivation during Syrup Village was to disconnect himself entirely from the world of piracy. At best I could see a cameo ala Krieg Gin and Pearl on some random island in East Blue sipping a mimosa or something like that one squidward meme of looking at the BS happening elsewhere then going back to his own business mentally going, “well, none of that is my goddamn problem.”
Axe Hand Morgan very well could’ve gotten caught after he gave Garp the slip and could be in jail right now.
Enel is a weird one because he has significance per his cover story uncovering Winged Race lore, but the question remains like you said; would he even be interested in the Blue Planet now that he has his automaton army on the moon and is just kinda chillin
Arlong already served his purpose during the Fisher Tiger flashback, there is no point in bringing him back to the story
