So on the high end EL 0N1 Alabaster is the coolest, and now MAC has new shades that are actually pale in both studio radiance and studio fix(but make sure it is the new formula!). I am finally ok with NC5 in both, but NW5 is slightly more cool (MAC does opposites with cool vs warm).
In addition, you can use white foundation drops to further pale down a foundation. I think lagirl does a decent one (which is very pigmented so doesn't impact the foundation texture).
I am too pale for even most korean foundations.

I’ve tried the MAC one and that still isn’t light enough which sucks bc it looks so nice, I literally have an albino friend who is darker than me it’s crazy and she uses that one, I’ll have a look into those LA girl drops though might be worth a shot, I’m in Aussie tho so I dread the shipping costs 😭

I have. Actually I’m using it atm. It’s still a little bit dark for me unfortunately and I dislike the smell. So, once it’s done I’ll need to try something different!
If you can’t find a shade that’s quite light enough, maybe you could invest in Haus Labs Color 0001 and use a little of that to add to another drugstore foundation if your choice to lighten it. I know the Haus Labs is an investment, but I imagine it would last quite awhile if you were just using a drop or two to lighten another foundation.
Ilamasqua have a good range of very pale shades and so does Huda. I think those were the first brands I wasn’t default the “lightest” shade and I had a choice of undertones that were still insanely light.
I read a genetics research paper that found that through genomapping, it was found that the palest skin tone phenotypes are actually certain Japanese haplogroups. This led me to find my cool toned match in Koh Gen Do. They have several very light cool shades. I used to pay $100 for each of their foundations from Neiman Marcus, then found that they’re ~$40 on YesStyle.
Makeup revolution Conceal and Define goes super pale and they have a white (genuinely white) one to adjust the color of the others. If you buy it on sale around here, it's about 4€,sometimes even cheaper, but you have to buy it online because the majority of shades aren't available in store. I dislike the consistency, though, so this is not a recommendation, more of a "this exists, depending on your level of desperation, you might want to try, you won't lose a lot of money doing it".
There are unfortunately very few super fair shades! I am super fair and cool-toned, if Rose Inc. matches you we're pretty close.
I'm currently using Haus Labs in 015 Fair Warm but it's probably too expensive too. Other shades that work are NW5 from Mac in Studio Radiance (and Studio Fix, just haven't tried the new formula) and Nyx Can't Stop Won't Stop in 1.3 Fair Porcelain (super matte, I can't use it with my dry skin).
Nars Oslo will be too dark for you, so don't even bother with that. Estee Lauder in Alabaster or Shell might work but once again, it's quite expensive (Cool Bone is wayyyy too dark!). Fenty, Colourpop, REM are all worth checking out. I haven't been lucky with any true drugstore brands and many aren't available in my country. I have heard Wet n Wild may have a super fair shade, but it's not sold here.
ETA: I get my shade recs from Oceanne on TikTok. I'm not albino like her, but so fair that we are very close lol. Olivia Ancell is another pale friendly creator.
NYX bare with me serum concealer is great on my aging(40) dry skin, and is the only drugstore foundation type product that I'm actually the second to lightest color! It says concealer but is pretty sheer for a true concealer, I use it more like foundation but can build it up with another pass if necessary (rosacea, boo). I may try the other one you listed to have a fuller coverage option, it may work on top of the dewy concealer serum for spots?
Haus Labs in my opinion isn't very light, there's a huge step between the white one that's watery and crappy and the lightest actual foundation. Hourglass, probably Fenty, and definitely KVD are lighter than this.
I haven't had a chance to compare them in person, but yes they definitely could do one shade lighter! 015 does oxidise a bit, I forgot to take that into consideration.
Yea rose inc is the closest I’ve gotten as well as a literal white face paint💀, it’s accually ridiculous, oxidising screws me over massively with most makeup in general, I’ll have a look into this mode others you recommended tho tysm!!
The L'Oreal Infallible concealer is the lightest, budget friendly option I know of. The shade 320 is one of the palest concealers I've used outside of white color correctors. But the palest 3 shades are all very, very pale and different undertones. I am cool/neutral desaturated and 320 is my dead-of-winter shade. But, I also recommend trying a white concealer. Because they have no color, the undertone isn't an issue. Also, as long as you keep the coverage less than absolutely full, it will blend into your undertone and brighten the palest skin. I like Tarte's Maracuja creaseless in white for myself, but they also offer the white shade in two of the shape tape varieties.
This is a concealer, but if you dot it around your face, and use a damp, well squeezed out, beauty blender-type sponge, you can use it as a foundation. It is very light and cool, and can give you light to medium coverage. ETA: there are also purple or blue concealers/mixers that can balance out excessively warm shades.
I am very, very pale and Missha's MISSHA M Perfect Cover BB Cream in Shade No. 13 is perfect for me. It's called Bright Beige, but it is very light. It's usually $12-13 on Amazon.
I really like the Purito BB cream as well. I got Rose Ivory (#15?) and Light Beige (#21) and they both work for me depending on if I want perfect match vs toning down the rosiness of my complexion
MUFE HD Skin in 1N00 Alabaster is the lightest shade that I can think of.
Wet N Wild foundation in Porcelain is also very light. I think it’s 7 or 8 dollars USD and has good reviews.
NARS Radiant creamy concealer in Chantilly might work for you.
Every drugstore concealer and foundation has always been way too dark for me too. For a cheap foundation, I recommend looking at colourpop pretty fresh!
The lightest shade I'm aware of is KVD Good Apple Serum foundation L002. Its neutral toned and about half the price, around 40€ here. Its quite literally off-white, so if the undertone works, it cannot be too dark.
NYX Can't Stop Won't Stop (if you don't mind matte foundation) is brilliant. I'm super pale and it actually is a little paler than my skin and that's light porcelain which isn't even the lightest shade. The coverage is medium but can be light if spread thinly. The feel of it is light but more creamy/solid than runny liquid like most of my other foundations. The finish is very skin-like (ideal for very oily skin like mine) and I find it to be fairly transfer-proof once it dries.
I sometimes use avene's mineral sunscreen as foundation and I like it. I don't know why or how it even covers pores sometimes. (it's pure white!)
Also you can use missha's tone up sunscreen which gives the same effect.
I'm probably as pale as you are, usually (sometimes I get a bit less pale during the summer).
Anyway, Nars Olso/Siberia & Affogato/Chantilly are too dark. However they can work if you use a sheer layer of them, and I do use them personally.
I know you said you tried Fenty and it was too dark, but did you try shade 100 & 110 of the foundations & concealers? They are very, very light. Avoid the skin tints (liquid & stick) - they run darker.

REM in 1N, 2N, 4C for foundation & they have a white concealer, as well as light shades (2N, 3C).

I don't personally do drugstore because you can't test them before buying, but I heard Maybelline makes a super light shade in their skin tint & concealer & Makeup Revolution Skin Silk has a very light shade F0.5.
Good luck! You can also get the white foundation from Haus Labs and use it as a mixer if you like a radiant finish. If you want a matte finish, go for the white pigment mixer from LA Girl.

I have very translucent skin as well and I always feel like I don't look right in full coverage foundation but I really like the Clinique even better in 0.75 Custard.
I suggest the Maybelline SuperStay 30h in the lightest shade (01 I think). I had it and it's VERY fair. I'm very pale and it's almost too pale for me in winter!
I’ve tried this I have it in my drawer bc I really thought it would work but still too dark😭, the closest shade match I’ve gotten at a drugstore would be the L’Oréal concealer I’m the lightest shade, and its still to dark, I hate being pale sometimes 😭

I know this is a bit pricey but good size and a little amount goes far. Policy Society ‘More than a Pretty Face’ is a wonderful foundation and it definitely comes in very fair shades. I’m fairly fair myself and my first pick was too light for me. IT cosmetics also has very light shades.
The lightest shade of Covergirl Simply Ageless Essence is very very light. Makeup forever HD skin 1N00 and Glossier Stretch Foundation in shade very light 1 & even shade very light 2 are also good

KimChi Chic has very light concealer shades (including white and pink), which you can use as mixing shades. They have a thicker consistency, so it’s perfect if you want more coverage. I don’t really like the consistency on its own, but they’re nice to use for mixing with other brands.
I have the exact same problem as you, and a lot brands just don’t make light enough shades or they’re just straight up yellow ;v;

I know that you said that you have cool toned skin, but is there a chance that you might be a cool fair olive?
I am very very pale and untill recently would have purely said I'm cool toned, but I've always found that a lot of cool toned foundations are too pink which means that even if they're pale enough the pink base is too much and they don't look quite right.
It's becauseu skin tone is really olive and I need a grey or green hint in my foundation for it to work right.
Missha BB cream in shade 13 has been mentioned- I find this a touch to deep, and not quite grey enough, but workable. My fave foundation at the moment is Mac face & body in W0

La girl have color correctors you can blend into the foundation. I just ordered one blue and one White myself. Worth a shot 😊

Oh, that stinks! Yeah, the smell is unfortunate! I’m not sensitive to smells so I can deal with it since it goes away once I apply it for me.

Still to dark unfortunately this was accually one of my first concealers loved the formula tho !
This would have been my recommendation. It's my lightest product and too light for most of my fact except brightening my undereye. I love the formula!

The MUFE foundation isn't even in the top 10 lightest at Sephora in my experience. It's too dark for me, anyhow. Wet n wild photofocus is the same
You can do this far cheaper. Just buy a white foundation mixer, they’re like £10 and work better.

Cool bone is DEFINITELY not pale enough. It wasn’t for me and I’m not as pale as this person sounds like they are.
It has even paler tones than 1c1. It has 0n1 shade which is quite pale.
REM beauty has a completely white foundation / concealer and you could mix it with another foundation that’s slightly too dark!

I use maybellines eraser but I also do not completely cover my face with it...the colors 95,3 and 5 have been what i tested (cool skinned pale)
