All the kidding about Jackson being a Tarantino-character-level psychopath aside, I think he would likely take a pretty measured response. For instance (from what I know), he specifically avoided the issue of Texas annexation because he knew adding that much slave territory to the Union would help destabilize it, in addition to provoking war with Mexico, which is why it got kicked a couple presidencies down the road. He was correct on both counts. Not to say he wouldn't go hard at Al Qaeda, but I don't think he would obliterate the Middle East or something like one might suspect from his reputation.
But if John C. Calhoun was involved, he'd definitely hang him.
