I guess it depends on how far invested into guan you are, but skippy/LC is arguably the strongest march in the game right now, so for future proofing I would transition into skippy LC

You have everything needed for a good return, many people will say to go for Scipio but I would wait to see the next commander, it may bench Scipio. But Liu Che is actually a must right now. I don't know how is your scipio, but if its less than 5511, you can use Alexandre the great behind Liu Che and have a good march.

You also need a State Forum. There’s a new mechanic called Armaments which you obtain there. You don’t need them to be top tier, but you need something.
You also need to amass some better equipment.
Because of this, I’d spend the next 3 months farming. KVK is Z4 and feeding garrisons with your Richard to help the kingdom. Personally, I wouldn’t sink your Gh collection into anything until you’re ready to field fight. There is no way of knowing what will be meta in a few months, and I don’t think your tech will hold up even with top commanders.

Than max scipio ( Scipio is coming in the daily bundles, and you can try to upgrade some of his skills with the bundles if you can afford to spend 5 bucks a day) and do guan scipio. With the rest of gh max zhuge Liang and 5551 herman P. This will be a good enough combo for you to run on the field. And later proceed with liu che. Also, you could do max scipio and 5551 liu and max zhuge 5551 herman. (Guan, it's leaving the meta). Also, looking at the max alex, you could also go full inf, like guan scipio and liu alex, which works pretty well, but this all depends on the level of guan (DO NOT INVEST IN GUAN ANYMORE). Try to make your tech as better as you can meanwhile. Also being in a low kingdom as u are, 7b power is good because you will match kingdoms at same power and not very strong player (could earn a bunch of kp which are needed for you to migrate latter on). Time the power-up event with the tech upgrade so u could run for the 20 gh events and get as many gh as you can. Official RoK YouTube channel just released an equipment related video so you can see how to proceed with it in the beginner stage, the middle stage, and end stage.
Looking at how you are a spender, try to spend around 120 bucks for soc kvk tech in case you did not experience it before (pop-up bundles are good enough for a decent tech)

For the moment, do not push for vip 15. Focus on leveling the castle to level 25. You have More than Gems (lasts for 2 days) event this week or the next. Buy the books for upgrade there and get gh (25k gems a day for 13 gh or 7k gems a day for 5gh, depending how many gems you have). Also, we got another thing in the game called Formations, and you put armaments there, which give you stats for each troop type. Main focus there is the wedge formation (5% more skill damage) and the arch formation (5% more normal damage, works mostly on commanders like atilla and liu che *this one only if you run it primary). Lilith just released a 7 day supply armament chests, which I recommend to you to catch up with the rest of the people (don't buy bundles for armaments tho, it's a scam, the supply chest will be enough for you).
Also, the new cav commander will come out in April, and they will probably work perfectly with Nevsky, which will also be in the daily bundles alongside scipio).
Commander set up idea:
1. Max scipio and max liu che. If guan still at a decent level you can run: guan scipio and liu alex
2. 5551 scipio (the rest of it you can max with daily supply bundle) and max liu che (or the opposite but scipios expertise doesn't work at all with liu che and liu che experise is very good), max zhuge and 5551 herman p. With the rest of gh, you can wait for the new cav commander and see how that will be paired.
also, i used my remaining xp to upgrade scipio and guan because i like that combo, should those be expertises or is there a lower investment which is still good

You could however run GuanScipio LC Alex
