It’s a shame (and I like Cody) that he never developed the innate charisma of both dusty and his brother. Goldust had such unappreciated comedic timing.
I feel like all three of them have their own charisma that works for them. Dusty had that blue collar charisma that made you feel like he was just like you. Dustin had the charisma to take a super weird character and make it relevant 30 years later. And Cody has a charisma that is simply indescribable. He's a nepo baby. But in wrestling, that kinda works against you sometimes. His character works because he was born with a silver spoon in his mouth and it still wasn't enough. David Flair couldn't do what Cody did. Cody Hall couldn't do what Cody did. Who knows where Charlotte Flair would be if HHH wasn't in charge of NXT? Randy Orton is an outlier. Cody Rhodes is an even bigger outlier.
Not Goldust. Dustin.

I guess a real obvious answer would be a stipulation that AEW is mentioned by commentary in the biggest match of the year, on the biggest show of the year, with the biggest wrestling audience of the year.
I think Tony Khan would probably look at it as a nice thing to do for Cody and Dustin. Besides, it's not like Dustin being involved or not makes or breaks the whole thing
I know he is under AEW contract and will not leave anytime soon, but man it would have been awesome to see Goldust one last time helping his brother out at the upcoming Mania

Ricochet can take the loss. He’s not a pushed guy in WWE. As long as the match is competitive Ricochet would come out looking better. WWE could have Solo beat Dustin in return.
I'm praying Tony gives Dustin a hall pass for WrestleMania. He should be there. The entire Bloodline and Cody story is about family. Everyone knows Cody has a brother who wrestles. He should be there.

WWE let Dustin out of his contract early pretty much on the understanding he was going to work with his brother in AEW. Would be nice to see Tony pay that back.

Tbf he would get one of his wrestlers appear at the biggest event of the industry in probably the most important match of the recent years, to help the hottest baby face in the industry defeat some of the biggest names of all time. Just the talk of an AEW wrestler appearing at the Mania would put his company on the mouths and ears of al lot of people. Especially when Cody doesn't really shy away from hinting, in a positive manner, at AEW in some interviews.
Ofc, unfortunately things aren't that simple, so it will probably not happen.

That was the situation with Billy Gunn when they did that DX reunion and WWE turned it down. Billy Gunn was allowed to go as long as they acknowledged that he was an AEW wrestler, but it was refused.
