I'm pretty sure every bet size has its own seed.
That's why a lot of slots with certain in-game bonus structures resume where your bonus was when you revert back to the same bet size...and start clean when you switch bet size.
But , lets say we do play Joker Bombs at the same time did we share the seed ? Or has any Player a own seed ? Rtp only makes sense if all Player that play the slot at this time shared a seed right ?

It doesn’t fluctuate based on bet size it’s one seed for all of the gameplay, as far as I know.
