Health is the biggest thing in this game if it’s low they can be wiped out by a smaller but stronger in health division that’s why after a while integrate new troops into the army or move it to a high morale province

Health of infantry and cavalry will affect the strength of the unit. Unlike mechanical unit like tanks, Armored car, artillery etc. which have fixed attack and defense value, non mechanical unit strength flactuates. Hence if you have a ragtag team of infantry that has no rest and no time to replenish their troops. Eventually your big but weak army will be wiped out by a smaller or equal unit of infantry bu well rested.

Here is how casualty-rate roughly works : You'll lose as many units as the game can make you lose while keeping your HP lower to what it was last tick. Here's an example : You attack with 20 units of infantry at 75% HP, meaning 300 HP, 60 attack and 75 defence. Your enemy has 10 units of infantry at 100% HP, meaning 200 HP, 40 attack and 50 defence. First tick, you deal 60 damage, leaving them with 140 HP and making them lose 2 units, leaving them with 8 units at 87,5% HP, while you take 50 damage, going down to 250 HP and losing 3 units, leaving you with 17 units at 73,53% HP Second tick, you now deal 50 damage, they deal 35, so you lose 2 units and they lose 2 as well, but you're at 71,67% HP while they are at 75% HP. You have 15 units remaining, them 6. Third tick, you deal 43 damage, they deal 22,5, so you lose 1 unit and they lose 2, leaving you at 68,75% HP while they are at 58,75% HP. You have 14 units they have 4. Fourth tick, you deal 38,5 damage, they deal 11,75, so you lose no unit and they lose 3, leaving you at 64,55% HP while they are at 42,5% HP. Youhave 14 units and they have 1. Last tick, you finish them off and they deal 1,7 damage to you, leaving you at 179,05 HP, or 63,95% HP. In this battle, while you only lost 11,05% in average HP, you lost 6 units or 30% of your army. In reality, you lost 40,32% of the total HP you had at the start of the battle, which is why you lost so many troops. (This is an assumption of mine of how the game handles combat, it is not guaranteed to work, especially in armies with multiple soldier types)

To add on to this, by attacking them you most likely lost a battle you could've won. You needed 54% HP or lower to lose on defense, but on attack 73% HP is enough for you to lose the battle. Unless if of course you brought reinforcements, as the game really screws reinforcing armies that arrive mid-battle over by making them fight a tick on their own first before joining the rest of the troops.

Ohhhh, that makes so much more sense, i won this battle and later realised that HP difference have a huge effect on your troops loses, started to move them to 80+% morale provinces once they dropped below 60% health and would use other troops to continue attacking. Regarding Ur last paragraph, is it reinforcing armies that have a penalty? I usually make 2 stacks of 25-30 and make them attack a province at the same time. Not sure if I lose more than if it were 1 stack

Basically, the way the game handles reinforcements mid battle is by making the reinforcment army fight on its own for 1 tick before merging the two armies. To put it simply, reinforcements allow for quick damage at the expense of your own health, which isn't what you want as a defender. So, basically, assume you have 2 stacks of 20 infantry, and the enemy attacks with 50 infantry. We'll say you bring your reinforcements to arrive between tick 1 and tick 2, and everyone is at 100% HP. The battle would go as follow : Tick 1: Your 1st stack loses 138 HP, so 6 units and is down to 93,57% strength. Your enemy loses 100 HP, so 4 units and is down to 97,83% strength. Tick 1,5: Your second stacks arrives, losing 167,78 HP, so 8 units and is down to 96,76% strength, while the enemy loses 80 HP, so 3 units and is down to 95,35% HP. By the time tick 2 happens, your army has 26 units at 95,04% strength, while your enemy has 43 units at 95,35% HP, leading to you losing the battle in 6 ticks while your enemy ends with 29 units at 87,22 % strength. Meanwhile, if you start with all 40, the battle would go as follow : Tick 1: You lose 138 HP, so 6 units and is down to 97,35% strength. Your enemy loses 165 HP, so 8 units and is down to 99,40% HP. Tick 2: You lose 133,48 HP, so 6 units and is down to 94,38% strength. Your enemy loses 148,46 HP, so 7 units and is down to 98,08% strength. The battle will therefore end with you losing in 9 ticks while your enemy ends with 17 units at 82,03 % strength, which is not only much better but also gives you more time to bring reinforcements in to change the tide.
