Less bottlenecks, good. Better infrastructure, good. Improving biking/walkability, good. Increased development opportunities that leads to increased economic growth, good. Construction duration, bad. Traffic during construction, probably bad.

Every time I see it posted, whether folks like it or not seems mixed here (note: this sub is as much a sub for the Syracuse metro area than it is for Syracuse proper). I don't think anyone is doubting that its impact will be substantial. Rochester had a comparable project and its impact on the ground is night and day. Folks that live in the city I think all (to some degree) recognize that it will produce financially successful outcomes for the city. Like many urban freeways, I-81 is a source of blight and drags down the QOL and (ergo) property values around it. The tension in the city has all to do with the economics of housing, what happens when this burden is gone, and who gets to live there after the fact. Also folks universally hate construction, regardless of result.
