Hahaa! I lived in Beijing for a decade, and while I never saw this, there where different parks that attracted certain hobbies. Some parks would be full of people cracking whips, others playing hackie sack (jianzi), others Chinese chess, also these like, oversized tops that people would spin by hitting them with little whips. Usually it was just people excursing or dancing.
China has plenty of things wrong with it, as does everywhere really... but their park game was on point

That looks like such a pleasant feeling decompression/release of tension in spine, low back, and hips.
I think these neck swings could help a lot, but there should be a weight limit and carefulness with swinging. It might put unnatural strain on people that have neck hardware, causing complications, and it could make the jaw hurt. However, this might be better than neck or spine issues.
These swings remind me of Halo devices, which operate like these swings, but without the jaw holding all the pressure, it's drilled into the skull to be more comfortable. It allows hanging to decompress and realign the spine like this neck swing.Either of these seems more appealing to me than inversion tables, which makes blood rush to my head.
I would buy a neck swing if available. I would also consider halo surgery if permitted, but it's probably only for specific medical conditions 😢 I think either could help maintain a healthier spine when combined with physical therapy.

Spinal decompression is a thing. However I'm pretty sure this is dangerous as hell in general. Especially if you have any number of medical conditions or are overweight at all.
