The Universal shuttle bus is probably the easiest/quickest. You could take the water taxi to Loews Sapphire Falls Resort then walk to Volcano bay if you dont want to do the bus. Walking would take the longest and would probably be about a 20 to 30 minute walk.
Another vote for the shuttle bus. Since HR is so close to the parks, most people walk to the parks in the morning. The water taxis are usually slower, since they take time to get a full load at citywalk in the mornings to come back to the resort. Very few people use the shuttle bus to UO or IOA (doesn't make sense to), so they are going to be the least crowded and fastest over to Volcano Bay.

another vote for the Bus. Its maybe a 5 mine ride and drops you off right at the entrance.
