That's a really nice paint job for back in the day assuming your dad wasn't like, a GW HQ employee or something. He's got layering, really nice highlighting and so on. All that stuff was really hard to achieve with the old paints because they were all too thick, but also somehow had bad color coverage (other than the greens, browns and blacks) and noone told you you were allowed to thin them. Your dad likely had to come up with those techniques himself.

In terms of cleaning, I doubt that's going to just blow off. Maybe try immersing in water and using an old toothbrush to clean it off. Acrylic paint should be water resistant so as long as it's not too stiff a brush it shouldn't damage the paint
Assuming you don't want to strip the paint, but that's a different story entirely
Bear in mind minis this old will probably contain lead. Normal handling it should be fine, but don't chew on it or anything. Just in case you were planning to, I don't know you.

The early Perry Brothers' sculpts were definitely a hallmark of the time. When Jes came in, holy *crap* it raised the bar...! But I do so love so many of those early minis. I've got a fair few. I think two of my faves are the one Marine with a couple severed heads hanging from his belt, and the Marine armed with a shuriken catapult, because back then, there was a lot more personality and a Marine could totally have picked up an enemy weapon on the battlefield when his jammed or ran out of ammo, and he *wouldn't* get the Body Snatcher treatment from the Inquisition for using Xenos tech.

Also at this point the Ultramarines weren't a first founding chapter and they had a half Eldar guy as their chief Astropath. Calgar's gauntlets I think were just power fists with built in digital weapons rather than some ancient artifact of the chapter
Rogue Trader era lore is *weird* if you're only used to modern 40k
Wow, I love it! The impractical table space and angle of a stuffed tyranid head for writing, the (toilet) paper sheet in his hand, the digital weapons you mentioned on the other gauntlet!
But the absolute best part imo is the portrait of daddy E lookin like some kind of Tool music video stop-motion alien baby lmao
RT had that general vibe. The Howling Griffons were fantastic. The Crimson Fists were inspiring. The Grey Knights were so flippin' cool of a concept they became my first army in a matter of weeks when I first started playing. The Fire Hawks have one of the more tragic fates you could imagine...
I think my favorite, though, was the short story "Deathwing", which introduced the First Company of the Dark Angels and why they're white instead of green. A squad of seven went on a recruiting run to the planet they drew from (and were from originally, themselves). When they got there, they found their people overrun by Genestealers. They had to act and couldn't wait for reinforcements. And they knew they wouldn't survive. So they painted their armor white in the ritual color of death and mourning among their people, and waded in. When backup *did* arrive and wipe out the infestation, they found and retrieved their Terminator suits, and honored their sacrifice by having the First Company's armor white from then on.
One of the most wrenching things I ever say in the game being played was one Dark Angels player who fielded a lot of Deathwing Terminators. Most were in the standard bleached-bone, but he had seven RT-era minis painted stark white, and it still makes me tear up to think about.
The Ultra Marines (two words, back then) were okay, but didn't become the poster boys until 2nd Edition. I feel like that's when they peaked -- with all the lore about Ultramar and how they kept civilization going during the Age of Strife and the shrine of Roboute Guilliman and all that. Since then, they've just kind of jumped the (Space) Shark -- sorry, *Carcarodon*.
God, I miss it...
And there *were* some proto-Mk-VII minis (not called such, obv) in the range before Jes came in and sculpted the first three for RTB15 (Space Marine Strike Force). I personally lump them in with the artificer armour minis, in retroactive continuity.

My grandad used to undercoat with white emulsion. Literally dipped the models in it and let it drip dry.

When this miniature was made (1988), beaky helmets were space marine helmets. Non-beaky helmet minis didn't come out for another couple years.
This model was released before mk7 was a thing. Google says 1988.
