As a serious answer, they were protesting that the yacht club didn’t allow them membership due to their sexuality - ie discrimination. They were likely arrested for trespassing as most harbours are owned by specific organisations and authorities.
From a story perspective, having them be arrested is a convenient way to have Tobias reunite with the family to tell them his joyous news.

It's fairly common for cops to arrest protestors. They don't really get charged with anything, it's more of a way to break it up. Iirc you can get a permit to peacibly protest and then you're fine
