You can buy or rent "Batman: Arkham - The Riddler". It compiles all his classic stories from the early ages and a few modern ones as well. You can't go wrong with this one. Also, I'd highly recommend the Batman One Bad Day series book of the Riddler. It's a one-off self-contained story with a slightly different Riddler that you're used to.

The Batman arc "Their Dark Design" (issues 85-94), which itself is kind of the prelude to the Joker War, involved the Riddler quite a bit. He's not the focus of the arc, but I still really liked it. There's also the Detective Comics arc "Riddle me this" (issues 1059-1061) with him as the main antagonist, but I thought it lacking somehow, way too short.

The Paul Dini run of Batman has the Riddler as an excellent supporting character. There’s also a fun B&W Batman story by Judd Winnick and Whilce Portacio. The best Riddler story I know of even though it’s not a comic is the Batman:TAS episode “If You’re So Smart, Why Aren’t You Rich?”

The thing about the riddler that writers find so tough is that you kinda only write him in two ways. Either Batman is so dumb that he can't understand a childrens nursery rhyme. Like, I enjoyed The Batman 2022, but cmon.... "Geez I wonder who the rat with wings is. Is it the police? The catburglar? Or the mafioso who is literally named Falcon. HMMMM" Or you make the Riddles so impossible the audience feels cheated cuz batman was only able to solve it thanks to super computers and such. So writing him is really tough, which is why he was not in many eps of TAS. I like the recent turn that he is a canonical C-lister in gotham. Like, he is not respected by the other rogues at all. For this reason I recommend Year Zero and Dark Knigh: Dark City. Year zero is great, and I feel the riddler is a good villian because he is the first one. or rather, he shows up before anyone more relvant has popped up. Making him a scary "What's to come" tyoe of character. Whereas Dark City is an entertaining comic about how Riddler gives into the Occult, so desprate to finally get some progress.
