Well, in the dlc you can definitely find hunters killing beasts. I’m trying to remember where the various hunters are in the base game since it’s been awhile… but for the most part I don’t think you fight them where there are a ton of beasts around. Anyway, the reason the hunters attack you (the actual hunters, not the normal villagers) is because they’re all insane, other than the small handful of friendly NPC hunters that you meet. The reason the normal villagers like the ones in central yharnam attack you is also because they’re insane, but in their case they’re also all on the verge of transforming. The difference has to do with how much blood they’ve used, the type of blood they’ve used, and their individual constitutions… hunters seem to be able to withstand madness and beasthood slightly more than normal yharnamites.

I originally thought they were possessed hunters or something like that. It's not too far from the truth now is it. I know the beasts are people too but you'd think with how transformed they are they would lose sight of everything and just attack anything they see.

What do you mean by NPC hunters? The hostile mob of townspeople are turning into beasts themselves, so they and the beasts recognize each other as the same through their addled perception. The player model NPC's tend to hang out in areas where there aren't any beasts. The two NPC's in Old Yharnam are the exception because they have no interest in harming the beasts, and are in fact guarding them. And the hunters in the Hunter's Nightmare are very much fighting the beasts around them.

If you mean Djura and his fellow Old Hunter in the Charred set, they're basically the guardians of Old Yharnam, and the beasts don't mind their presence. After all, they're people too. :)

I’m guessing you mean the Old Yharnam Beast Patients that don’t attack Djura and his buddy? Personally, I think a few different possible explanations. One is that the Powder Kegs never show hostility towards the Beast Patients, and so they remain neutral towards them, but attack us since we are not friendly. It could also be that they are specifically aggressive towards us because the “moon-scent” our Hunter carries triggers some sort of fight-or-flight instinct and that’s why we get targeted even when other NPCs don’t. Another possibility is that Beasts are just universally hostile, but Djura’s buddy is in the late stages of the Scourge and so the other Beasts recognize him as one of their own. Djura himself is just too far up to get noticed and is left alone.

Outsiders are blamed for tainting the blood in late Yharnam: *"Oh, no, I haven't forgotten. Do you think I owe you something? Well, that's a fine lark, I'd say. This whole mess that Yharnam's in, it's all your fault, you fidgety outsiders! Our blood's ruined, tainted by your ilk! Don't you come near me! I know your type!"* Yharnam has also been an insular culture for a long time. It's a distant and forgotten city that's isolated in a valley far to the east, surrounded by mountainous regions. Outsiders mainly began coming there because of the blood, and Yharnamites felt that they meddling, troublesome and prejudiced towards their ways: *"The fable is a favorite among Yharnamites, who are partial to any stories of pompous, intolerant foreigners who suffer for their ignorance. It makes the blood taste that much sweeter."*
