I’ve never seen this one before, but it sounds somewhat similar to Hey That’s My Fish, which involves pawns moving around on a hex grid of tiles; whenever one of your pawns moves (as far as you like in an unobstructed straight line), you claim the tile that it *started* from (worth 1, 2, or 3 points), and that empty space is now impassable—so this leads to similar situations in which inividual pawns can get stuck on “islands.”
Also, I loved that cat-on-a-hex-grid flash game! Glad to encounter someone else who remembers it.
Oh, you might also want to check out Quoridor and Fendo; they involve moving pawns and placing walls rather than moving pawns and removing squares, but the result is somewhat similar.

That element of changing the board and trapping/screwing the other player adds some fun. Anyway that game went out of print so it is hard to find to give as gifts to others, but finding other games with that mechanic would be cool. I will add this "Isolation" game to my list of games to check out.
