The really expensive way of processing requests used by a fraction of the people using the permits but accounting for a significant proportion of the cost operating the whole system you mean. Unfortunately councils have to made difficult decisions about how to prioritise extremely low funding - and choices like this are no brainers.

Unfortunately our council still makes people use physical permits while other places I visit (Bristol, Worcester) have digital permits which are instant, and don’t involve posting stuff out, or having a dedicated office.

It’s a poor solution because it doesn’t help people get the last minute or instant permits get they are entitled to when they need them. All you’re essentially saying is “last minute permit people (and also old/non tech savvy/luddite/etc people) are expensive to process so fuck them, they can wait or pay more in a car park”. A better solution would be to allow people to buy online and collect same day from Hove Town Hall to remove the postal delay, or make the system fully online so you can register the car’s number plate on a given day just like you used to be able to (temporarily before the council scrapped that system) Not rocket science. Also the council’s current online permit system is horrendous and is in no way robust enough to justify removing the human aspect.

People are also able to plan around the knowledge that permits take a few weeks. We shouldn't all be paying extra because a very small number wait until the day they need a permit to apply for one. There is no point in having them replace a perfectable serviceable online system with a more expensive one - because - again - it works. I don't imagine many luddites drive cars but yes for the rest of your example and anyone that's unable to use the basic website should probably not be driving anyway.

I ordered some last week and they arrived after two working days,I was shocked!also they dont use royal mail,they use that triangle electric bike service called zeffit or something.tbh before the pandemic every time I went down the town hall to get any,there was a big queue of people moaning about their parking fines so I always had to wait ages

The whole permit system is something I'd like to reform. Particularly in conjunction with the parking zones and the ability to resell them currently.
