It appears to be oily residue. If it was not polished correctly even after cleaning it you would still see it.
I see no visible cracks so the fiber is not in super bad condition.
Make sure to clean the head appropriately.
It's definitely dirty. Once the dirt is gone it will be easier to see if it's damaged but it's probably just dirty.
Get yourself some one click cleaning pens and clear that dirt.
Just need a good wet cleaning with isopropyl alcohol and a swab.
