Guy can effortlessly cross universes casually (shown in his own show and more prominently in Steven Universe), has multiple clones of himself who are as durable as he is, his RV contains a pocket dimension where he and his friends live, is aware of certain multiversal characters backstories (he knew that Steven Universe, and in extension, Rose Quartz was Pink Diamond) , his sentient fanny pack also has its own pocket dimension that can spawn anything he can think of, and he's functionally immortal, existing back when dinosaurs walked the Earth.
I know how it’s a joke that he’s a God, but honestly the fact that a wholesome thing honestly. A eldritch being decided to make people’s lives just a bit more better.
I don't really remember, I just remember the episode where Mr. Gus' origin was and Uncle Caveman (his name back then), stole a dinosaur egg and hatched him to make breakfast for a caveman family.
I didn't know that, but that didn't stop me from photoshoping an aurora stamp of maggie on a starlit background in design class. She just gives that vibe.
Alex from the first Madagascar, i mean, he picked and throw a hole telephone from the ground without much effort, he carred up without effort Gloria, Marty and Melman together, he used a foosa as nunchaku and he can be really wild in the wild mode.
Alex had in-lion strength in the first Madagascar. Where did that power go after that? 2 made him into purely a performer. 3 he kinda got it back but only really his wit and intelligence.

danger ducks power orbs and quatum quacks where very verstile already. him devloping aqua dense and the vauge adaptabilty of his powers is super overpowered.
Jake The Dog, he's not underrated but his power definitely is. Jake is probably the strongest non magic character in Ooo. The only reason we havent seen his full potential is because he's literally THAT lazy. He'd literally rather die than be bothered to use his powers to their full extent.

Lord hater. Despite having command over an entire army of watchdogs he doesn't really need them. In the episode "the fancy party" he stops holding back and annihilates everyone else being dragged out, sends wander flying to the other side of the room and threatens to merc an old woman. He's a strong motherfucker, wander just ruins his plans way too often.

Danny Phantom. Not exactly underrated in terms of cartoons, a lot of people liked and still like that show and for good reason, it's legitimately a pretty solid show, but Danny and a lot of his villains are pretty powerful yet aren't talked about very much in the context of power scaling.
I know Pinky as the genius is supposed to be a joke, but seriously, the fact that he continues to survive bears investigation.
