My question for you OP is why did you witness all that carnage only to watch one of the men lose their powers, swear revenge, sail to Italy and when he's halfway to Italy you decided to give him back his powers ?
There's a question, is the world better off without Dunwall? It's clearly colonial empire sustained by overfishing of whales, so would the high chaos ending where it all falls apart be better for the world at large?
In the "no" camp on low chaos Jessamine and Emily are stabilising influences able to keep in check the ambitions of the rulers of the rest of the Seven Isles. There's also a risk that the plague will spread from Dunwall along with Corvo, the rat fleeing the sinking ship.
In the "yes" camp there's one less colonial power and monarchy keeping everyone else down, though it doesn't really seem like the other parts of the empire are any more democratic.
