The biggest problem is that he actually named the victims and showed their pictures, and named the lone survivor as well as showed their picture. Beyond that, the name and picture of the mass shooter was already public knowledge and there was actually a debate on the Internet about his execution being delayed.
While it was definitely fucked up that he showed the names and pictures of the victims/survivors, it was a reasonable interpretation of the first game. Given the timing of its release (with the internet debating Dunlaps execution delay), it's similarity to chuck e cheese, the first check seeming like 1993s minimum wage, etc. Scott didn't have the lore planned. He went into FNAF1 with the understanding it may be his last game. It wasn't intended to blow up the way it did, and most of the lore wasn't planned until the development phase of FNAF2.
One thing that's often overlooked in this discussion, is that the Dunlap shootings took place in 1993 Aurora Colorado, and the initial delays of his execution came shortly after the James Holmes shooting at the movie theater showing of the Dark Knight in 2012, which also took place in Aurora Colorado. Delaying the execution of a mass shooter shortly after a mass shooting definitely caused some controversy in Aurora. Debates over the death penalty, gun control, mental health, etc.
I honestly believe that Scott did draw inspiration from that shooting for the first FNAF, but it's unlikely he'll ever admit it, especially given the backlash MatPat got from that video.
