Plans were removed from the stamps vendor when an update cause the armor to be bugged. I can't remember off the top of my head if it was this most recent update, or the one before it.
Even more annoying, the armor continues to drop from legendary enemies, but it's impossible to pick it up.
Due to a bug the plans are no longer being sold, but the bug has been fixed on the public test server, so it's likely it'll come back with the next update
