It looks like wild fennel, Foeniculum vulgare. Grows all over California. It’s a non-native invasive and is in more abundance closer to the coastline.
"Wild" fennel doesnt always have much of a bulb. So since everything else looks and smells like fennel, it probably is.
Agreed. No or few lookalike anis aroma plants that are not edible.

I'm a little confused why so many people tend to pick the plant THEN ask what it is
I mean, this video is probably better for others to help ID than whatever photo or video they would’ve otherwise made in the field.
Because I was pretty damn sure, but am new to the area and wanted to make doubly sure. I harvested a very small amount off a very large plant.
Spring is the time to harvest fennel pollen. Something to look into!
that stuff grows all over the east bay hills. not hard to find here.

My first thought was dill, but I've never seen Wild Fennel, so I could be wrong.
I thought dill as well.
Fennel fronds do look a lot like dill! But the smells for both would be unmistakable lol

Well dill has a very distinctive aroma. As does fennel - anise.
