This looks like a Japanese beetle. They are voracious flower eaters. Once one find your plant and chows down the scent of chewed flowers attracts more beetles to your plants. You can pick them off (they are slower when it’s cooler so early morning is a great time) and stomp them or drown them in soapy water. To prevent them damaging your plants and kill any who do take a bite you can spray the plants with a strain of Bt called BeetleJus from GardensAlive!
