If it’s on the front right over the eyes it probably has the kids name for the coach. If it’s on the side or back it’s probably to identify the skater to parents/grandparents.
I think what OP is referring to is kids, usually around the u14 age, putting what looks like colored strips of electrical tape on their helmets. Think like DIY Michigan wolverines but tackier.

Our kids have done it to support a cause - be it breast cancer awareness or in memory of a coach that's passed. Just one strip of colored tape down the center.
Kids on my son's team do it , usually for playoffs.
It's technically illegal because tape changes the way a helmet is supposed to deform during a hit and can reduce its effectiveness
I don't see adults doing it
I've seen it as a super basic team colors option that comes off easy for pickup hockey or the like, if you can't get jersey's to match up
I've got some vinyl stickers I put on mine just to make it 'different', so if things get mixed up, it's clear which one is mine.

I went an watched my friends kid play U13, most are swimming in their jerseys, tucked in and can barely see the numbers
It’s often done at camps. That way the instructors can learn kids names in their gear instead of just yelling “hey, 33!”, every time.

Pretty much every kids AAA team around u14 does this for the playoffs. Tape comes off after the playoffs are over. It’s just a fun team thing.

Seen a lot of kids in dev and 8u doing this; just for fun/style. Don’t think I’ve really seen it in squirt and up though.

I mean. I got my chin strap tapped bc it’s busted. Anyone who’s sick at puck has their chin strap taped down.
