This is likely going to be location dependent - I know in Mount Juliet for example there are definitely size limitations on residential sheds.

Call the municipality codes dept if you live inside any town borders or Wilco county codes if you are just in unincorporated area. They are helpful and can guide you.

You will have to look at the City of Franklin, Fairview, etc. zoning regulations and/or municipal code, or the County regulations if you're outside the city limits of whichever city you're closest to. Easiest thing to do would be to determine which jurisdiction you fall under and then call their permitting department and ask.

Until someone goes to Lowe’s and buys a pre-fab shed, puts it in their backyard, rents it out to someone or lives in it themself, it catches fire and someone dies.

It will be up to the local town the shed will be placed. I live south of Nashville and my town requires a building permit for any structure larger than 10x12

If you want electricity you will need an inspection, which will require a permit. The big question with the shed is whether it will be residential or not. The local jurisdiction (city/county) will be able to educate you on the zoning requirements.
