I’ve done hair spray to get one of my dad’s really old hats to keep its shape. But that was a black hat, don’t know if the hair spray would discolor the gray.
Starch, then steam the hat on a form. I have these deals called "Noggin Stuffz" or something like that.... They're foam inserts that give the hat shape.
Not sure if they're still available, but I got them from Amazon. Lots of mentions on here about "Hat Jack" that does the same and is widely available. Hope this helps.

That looks more like the back. The crown would be the front. Starch would do the trick.
