Regardless of trust having the cars laid out like this would be a hazard. Very narrow with nowhere for pedestrians to safely return to their vehicles. The best case scenario is massive delays due to low throughput.
Not to mention each row requires you to enter from the same direction, you cant go up and down aisles looking for a spot. You have to hope that there's a spot in that row or else you have to go alllll the way around to the front to start over.
I have seen theme park parking lots laid out like this, with traffic controllers at the entrance guiding cars to the first row with empty spots.
Though the lanes in between were wider, but the general layout of staggered parking is very efficient.

All parking lots and even side street parking should be angled and everyone should back into spots. It is the safest configuration for pedestrians as well as other vehicles. I was gonna say this is 100% not Japan. The Japanese prefer reversing into their spots. Not a single reversed car here.

Heard it said that it's for faster evacuation in case of emergency like an incoming tsunami, but like with so many things in Japan I'm pretty sure the real reason is just "we do it like this because everyone does it and it's how we've always done it."

Excellent question. It may be controlled parking, such as at a sporting event. Marshalls fill up one aisle, then move to the next. Much pointing and flag waving.
Why would they? It doesn't make sense, simply inconveniences others and doesn't even give you any advantage.

I absolutely do not believe this is from Japan. I've never seen a parking lot in Japan where people drove straight into a spot instead of backing in, or where spots were on an angle instead of rows and columns.
Back straight up into the void directly behind as far as you can. Then simply turn left and go down the aisle. Since there isn’t a vehicle in the spot you just backed out of there will be room.
My concern is the blind reverse that will be done. You just have to trust oncoming traffic is going a reasonable speed and will stop.
