I'm experiencing this well at times. Turning off Hardware GPU Acceleration in chrome's settings would solve it, but I would prefer my gpu to handle it over the cpu for heat reasons and because I'm neurotic, so I just deal with it. It only happens occasionally and it goes away almost instantly when scrolling. Now that I know its a bug and not an issue with the GPU, I dont really mind it until they fix it.

Had this issue going back to the launch of the Nvidia 10-series.
It started out as a Nvidia bug - then they got it sorted for short time - then Microsoft fucked something up (and it started affecting AMD GPUs as well - albeit *very rarely* in comparison to Nvidia GPUs) - and here we are.
It's just become way more widespread these past 2-3 years, but it's a fairly old bug.
Microsoft is throwing out a fix in the next big Win11 update coming soon-ish that actually fixes the issue (hallelujah! - it finally happens!).
Not seeing any Beta/hotfix drivers showing it (took a few seconds to check this), so I wouldn't count on that being the case.
Don't see why Nvidia would throw out a fix for something they've already tried (and failed) fixing, when Microsoft is throwing out a confirmed fix fairly soon-ish.
The only workaround (and not a fix) has always just been disabling hardware acceleration.
you're probably correct, i just remember when i looked into it years ago. i was linked a beta for a studio driver hotfix that's what put me off trying to fix it, i don't know enough about pc's to bother. thought they would've fixed by now though, the explanation i was given was word salad to me chrome/windows/nvidia were all conflicting and blamed each other. a 980ti user and 1650 owner have sighted it as well so it's more prevalent than i thought.
I remember having this issue back in 2016 and uninstalling and reinstalling chrome fixed the issue I remember being so scared my gpu was dying at the time

Nope. Not limited to Win11.
This goes way back to a fairly late Win7 update (or at least I think that was when it started - could have been introduced with Win8 - not fully sure, but around that time at least).
It's pretty much just become more widespread, with the increased use of Chromium for various elements.
But still - Win10 (as the only other Windows version) will get the fix as well, but Microsoft just hasn't specified a date for it - they've just said "later".
i thought my literal brand new 4070 Super was cooked, then i slowly started realizing that when it happened it didnt happen on my 2nd monitor and only when i was web browsing.
Took a huge breath after that.

my pc is straight up locking up after 1-2 days of no restarts but doesnt crash, is still responive to some extent but unusable, cant even restart from start menu only hard reset works...

Yes, I’m sure 100%. Opera is chromium based and at least for Google Chrome there are fixes for it. There should be one for Opera aswell, just google for „opera artifacting fix“
If it's a Chromium based browser and using a Nvidia gpu, one possible workaround for Opera GX:
Enter opera://flags/#use-angle in the browser address bar and change the "Choose ANGLE graphics backend" flag to OpenGL. Restart Opera GX.

My Daughter had the issue as well and the update fixed it for her too. No idea why it took Microsoft so long to release a patch, I actually bought a new monitor a few months ago thinking it was a hardware issue.

It might be your graphics card, could also be your monitor. Reseat your graphics card, unplug and plug back in your monitor cable, if that doesn't work replace your cable then try another monitor. At that point you're only the cost of a cable in and you'll be almost certain it's your graphics card

At first, I thought it was my gpu too, but if you look at the top of my screen, you'll see it only shows black inside the browser window. This makes me believe the comments that say its the browser, not my gpu.

Im a pc repair tech.I was on a post in a Pc repair Sub and this guy had installed the motherboard in the wrong orientation.the front panel connecters weren't connect The Aio looked like it wasnt powered and potentially the cpu power wasnt connected and he was wondering why it wasnt posting.lol
Lmfao I fucked up with the front panel connectors on this build. It was a 8 pin plug but the mobo was 10 pin so kept having to move it and spin it to get the right ones lol
See if using a different one fixes the issue, if not, try a different screen like a tv or something, if that doesn’t if it then I could possibly be your GPU, what model is it?

It definitely isn't just on raytracing cards, I have this occur on my 980Ti occasionally, since some recent Chromium update in the past year.

I'm not the same guy, but it can be used for video editing, 3D rendering, live simulations, AI, etc.
Can't speak for the original commenter, but I use it for machine learning and high quality physics simulations.

This was the worst glitch I had seen for mine. Usually it's small stuff like you mentioned of the same pattern .
Im a pc repair tech.I was on a post in a Pc repair Sub and this guy had installed the motherboard in the wrong orientation.the front panel connecters weren't connect The Aio looked like it wasnt powered and potentially the cpu power wasnt connected and he was wondering why it wasnt posting.lol
Lmfao I fucked up with the front panel connectors on this build. It was a 8 pin plug but the mobo was 10 pin so kept having to move it and spin it to get the right ones lol
They can be quite fiddly.Some of the manufacturers send out a block now that you add them into then connect the whole block.Way easier.
Sounds like asus or cooler master needs to start shipping them with the mobo or case.
Its the motherboard manufacturers responsibility to provide them.So probably a money saving exercise for some not to provide them

Yeah mine does that in chrome occasionally, from what I am aware it's a nvidia issue.
You can go into chrome flags and set angle graphics back end to directx 9. That fixes it for me. Only thing is super resolution doesn't work.
I’ve been using internet explorer purely for this reason opera/chrome both do this for me

It's most likely a bug from a combination chromium + win11+ nvidia gpu. It's not harmful and just a visual glitch. Provably
For now get into the flags and search for angle and set to D3D9
either a - gpu dying b - program issue c - windows 11 bad

See if using a different one fixes the issue, if not, try a different screen like a tv or something, if that doesn’t if it then I could possibly be your GPU, what model is it?

Same Hardware here,Same Problem but only in Chrome. So guess its Not the gpu AT least.
Plug I to another screen to confirm but that looks signal or gpu related.
