staryu has a ring wrapped on the backside of one of its arms. I'd guess it can use it to "know" where each arm should go. They could choose to use the wrapped arm as the "left leg" always, and as such the next arm will always be the other "leg".
oh yeah, I used the left arm as an example, since I couldn't remember where the ring was and couldn't be bothered to search it up haha. Let me edit my comment tho

My guess is that it looks like a page from one of those Japanese “全百科” quiz books. They have a lot of funny official art and I’ve seen plenty of scans that look like that (like this example) So it could be a page in a winter scene with goofy Pokemon shenanigans happening in the background. Not sure which one though.

That would actually be a cool new game mechanic. Type switching items. I think it would work better in a side game rather than a mainline one though.

I immediately thought the same thing, but looking at the art and sprites that actually seems to be its left leg.

I’m pretty sure it’s gold thing works like a one legged thong, so maybe the arm holding the thong in between its cheeks is the bottom leg
Yes it can switch but I think it has to lose the two legs first then it switches while they regen as arms
