Yes, whatever is in the egg is determined when you receive it. That includes what pokemon is in it, stats, and if it's shiny.
I wouldn't hold my breath hoping though. I probably hatched 60+ eggs this event and no shinies or hundos from eggs or research. I still have a few to hatch but I've lost hope.
I didn't expect them to hand us shiny larvesta or anything but I really thought I had a chance at getting shiny slugma or litleo.

The only thing that differs now is the amount of candy you'll get when you hatch the egg, as it's no longer doubled.
