For what it's worth this puzzle almost has diagonal symmetry. So just by assuming this is going to result in an image, I would start with guessing the top right corner is black. It looks like it unravels quite a bit of the puzzle

I didn't catch your comment but I wonder if I had the same brain fart where I was treating the two numbers and a space between them as a single element, which of course doesn't work since they're not locked together that way.

Mine was that I took the column with 2 and 7, since it looked to be one of the longest ones, since it'd take up at least 10 squares. Then I saw the puzzle was only 18 squares tall, and thought, "oh, 10 squares in an 18 square space, there's two squares of overlap!" Essentially, I treated the whole thing as if it was a solid 10 squares long, instead of two separate segments, lol

The numbers on the vertical and horizontal indicate the number of boxes you have to fill on in that column and row. If there are two numbers you need to fill in a that many boxes have a gap of at least 1 and fill in the second number of boxes in that row or column.

Each respective row and column needs to have the right amount of spaces filled in. The trick is figuring out where those spaces are on the board. When you see two numbers, that means there are two sets of filled in squares in the row/column separated by at least one empty space. Often the filled in spaces in these types of puzzles make up a specific image once you uncover the whole thing, but not always.

You fill in squares in the rows and columns based on the numbers on the side and top. The numbers on the side and top tell you how many squares will be filled in in a row, and if there is more than one number, that means there is a space between the groups of numbers, which could be one square or multiple squares. At the end you get a picture of something. Is this helpful? Once you start doing them, you can suss out patterns of filled in and empty squares easier. (edit to change my use of “boxes” to “squares” for easier understanding)
