Age aside, I think this is a test about raw stupidity. I think Cosmo in that regard would be the smartest even being a grown man. I think Sheen would be second smartest because sometimes he exhibits signs of consciousness throughout his stupidity. Then between Billy and Patrick it’s a tough call. I feel like both of them run off pure lizard brain motives with almost no cognitive thought at all. You rarely ever see moments where they actually attempt to think about something. The one time Patrick actually did put effort into thinking was when he made that song that killed people because it was so bad. I can’t remember a time Billy put in thought effort, probably at least once… Billy and Patrick are both equally stupid.

Most people are saying Billy so I guess he's the dumbest overall of the 4 but I haven't watched the top 2 shows so I can't say so I'll just choose between Patrick and Cosmo, and I think Patrick is slightly dumber than Cosmo although I like Patrick more. Cosmos brain is made out of jelly but Patrick's brain literally didn't even exist in one episode. Also Patrick literally had a stroke and black smoke coming out of his head just by attempting to read a simple sentence and by simply trying to think of something , and in the newer seasons literally acts like a mentally retarded infant and braindead domesticated animal who can barley survive on his own. In seasons 1-3 though I would say that Patrick is smarter than Cosmo. But overall from smartest to dumbest here it goes Sheen > Cosmo > Patrick > Billy

Cosmo and Patrick are very inconsistent with their intelligence or lack thereof so it's hard to tell with them. I think Sheen just has ADD. In fact, it's hinted that's he actually smarter than Carl (who has a small brain and is considered "dopey"), as he inquired on why they somehow can breathe in space while Carl was just singing. Billy is easily the dumbest one here. Unlike the other three, he never has any smart moments and doesn't even know basic stuff like math.

It's gotta be between Billy and Patrick. I'm leaning towards Patrick because Billy is a kid.

I'd say Patrick is the smartest one here. He's a man of average intellect that's problem is he thinks he's smarter than he actually is, but has a decent enough iq. Sheen is probably a little dumber than Patrick but is also a kid and not too dumb for someone his age. Billy is very lacking in sensibility but has a rather large vocabulary. I'd say Cosmo is the dumbest one here. He's a grown ass man and bet his wife for a shiny nickel. Edit: I forgot Patrick paid 7 bucks to get his toilet plunger back when Mr Krabs only wanted 5.
