The lower level is a pretty nice place to sit. Back when I was a kid there was no gate and we used to go there a fair bit. People would fish off it too.
I guess some combo of dickheads climbing up and futzing with the light, and drunk/stoned idiots having late night sessions there and falling off, has made blocking it seem necessary. A shame.
Kinda crazy that they had to put such an aggressive gate in to stop people accessing the lighthouse
