I’d really love to find out why this kind of thing happens, why add in unnecessary ingredients, what purpose does it serve? I expect if one were to ask they’d just give a stock non-answer though.

I believe I read somewhere that some supermarkets/food companies add milk powder so as to remove any uncertainty of potential allergens. As opposed to a company saying "it MAY contain milk" as some companies want to avoid any potential legal action etc. Again, not sure it this is entirely true, just something I remember reading a while ago somewhere, not sure where. Who knows!

More likely adding a small amount of milk to bread makes it softer and rise better, which means you can use cheaper lower protein flour and spend less time on strengthening/rising. Milk powder is cheaper than actual milk but works the same.

The butter is most likely already margarine (rapeseed oil, stabilisers, emulsifiers) and garlic powder tbh. It'll be in the bread so they can cheap out on it.
