It's probably too much effort for most people, but you can always make a pseudo-conlang just to get a couple of key words and phrases together, and use those for in-universe terminology. Just be careful to keep vague track of what words you use to represent things in the pseudo-conlang and you should be able to imitate something kind of like a language. Close enough for most fiction, at least. If you want to get more in-depth it's also a great way to get some starting points for a real conlang Unless you're talking about multiple groups, in which case you'd probably have to do some work to justify that, especially with such a large area to cover

I personally wouldn’t go with “Persians” in that specific case, but in my worldbuilding project I use real world place names largely cause I find it funny. I don’t choose the names randomly, but instead as a transliteration or translation of the in-universe name. Examples being Samaria, large rocky plateau area with many rivers, from the in-universe name Samara; or Persia, a harsh northern polar region, from the in-universe P’ersu; or The Netherlands, I also call The Carrines, Carrine meaning “low-land” and so does “Netherlands” translate to. As you can see the actual place can have nothing in common with the real world place it shares its name with, it’s just coincidence that the names happen to be similar.

I'm not sure you should even have a name encompassing quite literally a couple billion star systems and a couple dozen billion planets. It's like asking what should the beings of the Orion Arm should be called. In a space that large the only surefire similarity you'd have is "these beings all hail from the Perseus Arm", is that a meaningful distinction?

It could be. Depends how you worldbuild it, I suppose. Like, perhaps due to panspermia, all the native species of the planets within that region have a unifying factor that the rest of the galaxy's worlds lack. Or maybe there's a vast empire that spans within just that spiral arm, or the REMAINS of such an empire, and their cultural influence was such that the remnants still identify with that nomenclature. There are plnety of reasons. According to the OP, there's a unified faction centered there, so... there ya go.
