Disable the bias in your chips first of all
Tips that have helped me are
In the first 10 floors choose the most profitable level (unless one is the chip you’re aiming for) to stock for floor rerolls
Don’t reroll too much in floors 11-20 save that for the late floors 21-30
Also probably a good idea to disable floor 15 and 25 vending machines too so chip choices are increased slightly

I stopped at every vending machine I found because you could potentially buy 3 chips at once. And I kept enough membux on hand to afford the chips if/when available.
I preferred my odds that way rather than coming across 5 separate floors where this chip was available.
My strategy ([detailed here](https://www.reddit.com/r/splatoon/comments/1b2cwo3/side_order_100_strategies/)) involved getting two or more chips, and then gambling on getting the remaining chips in a vending machine near the end. I figure that it'd be best not to spend more than one floor on vending machines, since the limiting factor is still going to be your total number of membux either way

it increases the likelyhood of you being presented floors with a colour chip of one of the common tones for your palette. for example, the roller's common tones are Power first and Lucky second, so colour chip bias will increase the likelyhood of getting those. Doesn't guarantee you'll get them, just adds a bias to the rng.
I always though it would increase the chance of getting for example blue chips if you already have many of them. I was all the time wrong. Thanks for the explanation
It increases the area covered by the roller or brush while inking on the move. You can basically give your roller a big swig roller coverage.
Add in moving ink speed and rush attack and you can get a roller with big swig roller area coverage, carbon roller speed, and dynamo roller damage.
I feel like you are just very unlucky. After I read the tips I was able to get it first try, but I also got pretty lucky I think.
So keep trying and maybe you'll get it one day🥹
